Job Description

The City of Irving has retained Mackenzie Eason to recruit the next Director of the Capital Improvement Program due to the upcoming retirement of the long-tenured Director.  This position is a member of the City’s Senior Management Team, reporting to the Assistant City Manager, and plays a vital role in shaping the City's future through the Capital Improvement Program.  The Director will oversee the City's five-year CIP plans that involve over $350 million in projects at any time in the various phases from identification, design, permitting and review, construction, and close out. The department has 145 positions that encompass CIP Administration, Projects Management, Surveying, Building Maintenance, Inspections, Franchise Utility coordination, Real Estate services, and the Drainage program.

The City of Irving's Capital Improvement Program (CIP) is involved in various aspects of all new construction of City infrastructure taking place in the City of Irving.  CIP is responsible for project design, construction administration, and infrastructure inspection of all the City's newly constructed facilities, as well as park planning and development.  CIP also oversees the construction of city streets, water, wastewater, and drainage infrastructure, and facilities such as libraries, aquatic centers, fire stations, trails, and parks.  With the 2021 bond recently passed by voters, the City has identified over $370 Million of new building construction and existing facilities renovation projects. The City also has two five-year CIP bonds covering road construction and water drainage. Finally, CIP Department handles another $40 million in projects through the Water Utilities department through pay as you go revenue, along with other CIP projects in both vertical and horizontal construction. CIP oversees all construction projects and City facilities management, including new construction and existing building renovations, as well as facilities operations, routine maintenance, repairs, and custodial services.

The Opportunity
The City of Irving is searching for an experienced professional to lead its Capital Improvement Program as the Director. The CIP Department is instrumental in all new construction initiatives within Irving. The department supervises the construction of city streets, water and wastewater systems, drainage infrastructure, and facilities such as libraries, aquatic centers, fire stations, trails, and parks.

This leadership role is critical to the city's development, overseeing extensive five-year CIP plans that involve over $350 million in projects across various stages, including identification, design, permitting, construction, and close-out. The Director will manage a diverse department of 145 positions, which includes teams in CIP Administration, Project Management, Surveying, Building Maintenance, Inspections, and the Drainage Program.

The Capital Improvement Program (CIP) department manages both horizontal and vertical construction and plays a crucial role in shaping a city's infrastructure and facilities. This department is responsible for the planning, design, construction, and maintenance of a wide range of projects that enhance the residents of Irving's quality of life.

This includes the construction and renovation of roads, bridges, water and wastewater systems, and drainage infrastructure. The department manages the development of city streets, ensuring they meet safety standards and accommodate traffic demands. It also handles the installation and upgrade of underground utilities, such as water lines and sewer systems, which are essential for public health and environmental sustainability.

For vertical construction, the department focuses on the construction and renovation of buildings like libraries, fire stations, aquatic centers, and community centers, as well as park planning and development. The CIP department is accountable for every phase of these projects, from architectural design and engineering to construction administration and facility inspections. It ensures that new buildings meet the city's standards for functionality, safety, and aesthetic appeal and comply with all relevant codes and regulations.

Managing both types of construction requires the CIP department to have a diverse team of professionals, including project managers, engineers, architects, surveyors, and maintenance staff. The department must coordinate complex projects that often run concurrently, requiring effective multitasking and resource allocation. It employs strategic planning to prioritize projects based on urgency, funding availability, and community impact.

The department also plays a key role in financial management, administering budgets that may include funds from bonds, enterprise funds, and pay-as-you-go revenue. It is tasked with securing and allocating project funding, managing expenditures, and ensuring fiscal responsibility. Implementing project management software and modernizing processes are part of the department's efforts to increase efficiency and transparency.

Stakeholder engagement is another critical aspect of the CIP Director. By collaborating with city officials, residents, businesses, and other stakeholders, the Director ensures that projects align with the community's needs and priorities. Effective communication and public outreach help build support for initiatives and facilitate smoother project execution.

Following the approval of the 2021 bond by voters, the city has allocated over $370 million for new building construction and renovations of existing facilities. Additionally, there are two five-year CIP bonds focused on road construction and water drainage projects totaling $100 million each. The department also manages another $40 million in projects through the Water Utilities Department, funded via pay-as-you-go revenue.
Operating with a budget of $15.3 million, the department also includes the Municipal Drainage Utility (MDU), which has a separate budget of $16.9 million. The MDU is an enterprise fund that receives revenue from drainage fees assessed to businesses and residents.

The new CIP Director will oversee the Project Management Implementation of new CIP Project Management Software. Leading the transition from current project management practices—primarily using Excel and individual project managers—to a new, integrated system using ProjectMate software. The Director would oversee the overall training and the implementation planned for January 2025.
Overall, the CIP oversees all construction projects and city facilities management, including new constructions, renovations, facility operations, routine maintenance, repairs, and custodial services.

Job Duties:

Leadership and Management:
  • Provide strategic direction and oversight for the city's Capital Improvement Program, managing projects totaling over $350 million.
  • Lead a diverse department of 145 employees, including teams in administration, project management, surveying, building maintenance, construction inspections, franchise utility coordination, real estate services, and the drainage program.
  • Foster a team-oriented work environment that encourages collaboration and efficiency among professional, skilled trades, and non-technical staff.
Project Oversight:
  • Oversee all phases of CIP projects, including identification, design, permitting, construction, and close-out.
  • Manage both horizontal (infrastructure such as roads, bridges, water, and wastewater systems) and vertical (buildings like libraries, fire stations, and parks) construction projects.
  • Ensure that all projects are completed on time, within budget, and meet quality and safety standards.
Financial Management:
  • Administer a departmental budget of $15.3 million, along with overseeing the Municipal Drainage Utility (MDU) budget of $16.9 million.
  • Secure funding for CIP projects through bonds, enterprise funds, and pay-as-you-go revenue, including managing funds from recent bonds totaling over $370 million.
  • Monitor expenditures and ensure fiscal responsibility throughout all projects.
  • Secure available federal or state grant funding for City infrastructure projects
Project Management Implementation:
  • Lead the transition to new project management software (ProjectMate), overseeing staff training and system integration scheduled to begin in November, with implementation starting in January 2025.
  • Modernize current project management practices to increase efficiency and transparency within the department.
Stakeholder Engagement:
  • Collaborate with executive staff, City Council members, the public, and various stakeholders to build strong relationships and partnerships.
  • Communicate effectively to navigate different interests and achieve the city's objectives.
  • Represent the CIP department in meetings, providing updates and addressing concerns from stakeholders.
Technical Expertise:
  • Apply extensive knowledge in public works and vertical construction projects to guide planning and execution.
  • Ensure compliance with all relevant codes, regulations, and industry standards in all project phases.
  • Provide technical guidance to project managers and staff on complex projects.
Operational Management:
  • Oversee city facilities management, including operations, routine maintenance, repairs, and custodial services for existing buildings.
  • Ensure that all facilities are properly maintained and meet the needs of the community.
  • Coordinate with the Municipal Drainage Utility to manage drainage projects funded by enterprise revenues.
Policy and Planning:
  • Develop and implement departmental policies, procedures, and goals aligned with the city's strategic plan.
  • Participate in long-term capital planning, assessing infrastructure needs, and setting priorities for future projects.
  • Conduct regular evaluations of project outcomes to inform future initiatives.
Regulatory Compliance and Risk Management:
  • Ensure all projects adhere to local, state, and federal regulations, including environmental, safety, and building codes.
  • Identify potential risks associated with projects and develop mitigation strategies.
  • Oversee permitting processes and ensure timely approvals for project advancement.
Performance Monitoring and Reporting:

 General knowledge of municipal and State of Texas building regulations, building code compliance, and contract law are necessary for preparing, modifying, and tailoring project-specific documents, including RFP/RFQs, General Conditions, and scoping documents, to comply with all applicable laws and codes. 
Education & Experience Requirements
  • Bachelor's degree from an accredited four-year college or university in the relevant field of study.
  • At least seven (7) years of experience in the management of large CIP projects, including a minimum of two (2) years in a supervisory capacity.
  • An appropriate, valid, state-issued driver's license, or the ability to obtain one upon hire, is required.
  • A professional engineer or architect license or PMP certification is preferred.
